PERMITS

The Capital Region is a unique part of Australia crossing state and territory boundaries. Responsibility for filming approvals in the region is shared between the ACT, NSW and Commonwealth Governments, depending on the proposed location of your production.

Land in the ACT is governed by two separate authorities: the National Capital Authority, which governs the majority of Commonwealth land in the ACT, and the ACT Government, which governs all other public land in the ACT. Land in the NSW Capital Region is governed by federal, NSW and local governments - see below for information on filming in areas of the Capital Region within NSW.

Filming in the ACT and/or Capital Region generally requires the approval of permits for all locations that will be involved in the filming process.

This section outlines general requirements attached to applications to film on public locations within the ACT and some of the key contacts from whom permission may be required prior to filming.

For ease, have a look at this flowchart to determine the required authority & permit.  There are always exceptions to the rules however, and this is just a useful guide. If unsure, contact ScreenACT or the relevant authority.

General Principles

The following general principles apply to any film production operating in the ACT and Capital Region:

  • Most public locations in the ACT have established approval processes in place. Many do not require fees for using their location for filming, unless you require a certain level of services or assistance in relation to the filming activity. However, filmmakers are strongly urged to investigate and seek the appropriate approvals for location filming well in advance of proposed shoot dates, to allow sufficient time to process applications.
  • All location owners will require evidence that the production company has adequate Public Liability Insurance.
  • The authorities responsible for public locations in the ACT will also generally require a Risk Management Plan to be submitted with the permit application.
  • Filmmakers are reminded that, in carrying out filming activities, they are guests and are expected to behave appropriately.

All productions applying to film on public locations in the ACT must have:
